Leorio is someone that we meet very early on in the season.

How strong is Leorio, at least compared to everyone else (non-hunters) in the world of hxh?

Still pretty strong. We can assume this because he’s a Nen user. Compared to his peers he’s pretty weak, but Ging has said that he “has huge potential.” His smarts is what can make him a real threat but compared to the other main characters, he would lose in a fight, although there’s some he could beat.
